When IEEE developed the standard, they had to keep HP's name off of it. (You'll still find the HPIB name used in a few cases but not generally any more.) The bus hardware, states and operation are defined in the document 'IEEE Standard Digital Interface for Programmable Instrumentation' (ANS/IEEE Std. 488.1). My copy is dated 1987, but there may be a later revision. Another IEEE document titled 'IEEE Standard Codes, Formats, Protocols, and Common Commands' (IEEE Std. 488.2) details the software end of things. My copy is dated 1992, but again, there may be a later revision.
