Protel98 included a generic HPGL plotter as a PCB output device
but that is no longer available in Protel99SE. In the past I have
used the Windows HP7475 driver with Protel98 and it worked well. I
haven't loaded it on the machine with Protel99SE but I see no
reason why it shouldn't work.

It's a 3rd party product that Protel acquired and bundled with their
stuff. It is a CAM product similar to Cam350, GCPrevue (full
version), etc. You can use it to verify Gerber, Drill, DXF, HPGL
plots and also do panelization, add routing, breakoffs and all those
other things that CAD software tends to be not good at.

I'm not sure on this but I have a vague recollection that HPGL2 is a
mix of HPGL and HP-PCL (or some other bitmap capable scheme)
to allow inkjet (raster based) printers to be useful for plotter (vector
based) drawings.
