Not exactly what you are looking for but for a prototype lashup you could extract the wheel from a wheel mouse. Quadrature Digital Output with a seperate push switch and you have probably got one in your junk box so the price is right. (Having had a quick look in my junk box I have come to the conclusion I have a breeding colony, anyone know how to identify male and female computer mice so I can seperate them ?)
