The closest thing that comes to mind are the pots used on cheap light
dimmers. The pot rotates as normal and turns the light on and off when
the knob is pushed.  I have not been able to find a source for these
pots other than shrink wrapped at the hardware store. If you are looking
for prototype quantities, the hardware store might work, and for
production quantities, you can probably track down the pot manufacturer.
