I don't know about the original Picstart, but the Picstart Plus definitely
*doesn't* do multi-voltage verification. That's why Microchip classifies it
as a development programmer rather than a production programmer.

(Fortunately for me, the hardware guys have their power supplies designed
for a rock-solid 5 volts so I can get away with the Picstart for production
use.)
