    7 is not a major city in  India, apparently

BUT  if the leading 9 was the international access code this could be x 17 =
USA.
But the number is too short to make sense for USA.

Congo is access code 243

South Africa is 27

I can't really imagine anyone being silly enough to put a real telephone
number on such things - far more traceable than an internet account.
