It is designed so that you pretty much have to be grabbing the push bar to hold the safety bar in the ON position although a pair of vice grips defeat this nicely when working on the engine. This safety bar actuates three separate mechanisms if let go. First, it is adjusts the tension on the governor feedback to effectively close the throttle. Second, it releases a mechanical break so that the engine won't coast long once shut off by other means. Third, it shorts out the spark.
