You don't need high tech if you can whistle. Get down to your nearest electronics store and buy a few 'whistling keyrings'. Attach them to the tools. At the job pack up your tools and put them in your truck (van, car, etc), then return to the site and whistle - any tools left behind will beep. KISS. These left over tools may cause problem during operation. The basic idea is that there should be some way some person can identify and locate the left over tool.
