Only if it puts VPP on before VCC, or does not change a pin input output
state while reading/verifying.

Make sure your power, VCC and GND, appear right at the PIC pins.

Is VPP appearing on other pins as well as MCLR?

Do the chips get hot if VPP is isolated?

Can you program it in LVP mode?

It's quite possible that the chips were faulty in the first place, maybe
static damage??
