Ask the usual distributors, IME they will do the
programming very reasonably, they have high speed
automated equipment. If you are dealing with a large
francised distributor there should be no problems,
you may be able to negotiate the programming for
free (though probably not at only 1000 pieces, maybe
for 10K).
