A great subject of mine :o) Ok my recommendation for veroboard and breadboard (you know the white boards with the leaf contacts in the plastic and wired busses in strips) is to go find a friendly telephone installer and ask for a scrap piece of say 100pr phone cable, failing that get solid cat 5 /5e /6 cable and use its conductors. As for the laying out, I tend to replace the pencil and paper with protel :o) I have made a board layout of the standard sized vero boards I use (including the RS euro card ones) and just move parts around, I had to make a cut track here part, but it works well, and avoids the stuff ups :o), if I disable the track layer for the board, and put a bottom track layer in, I can even get designs verified by net list generation.
