Ron, assuming you have your wish list fulfill, but bootloader is still
bootloader, how are you to protect the code that you are sending into the
chip?  and you would probably need a modem onboard for you to do it
professionaly and trouble-free for the customer.  You need a total solution.
There are people selling that.
