Here in the UK we typically use 40MHz radio equipment (sorry not sure what power output). Typical results using PCM (digital coding) is 8-10 feet in chlorinated (sp?) water, probably about double this in fresh water and virtually nothing in salt water! All this is with a shallow angle from the transmitter to the sub. Things like pipes and other metal objects can have a big impact on how well it works so I guess that things are marginal...
