Hi Tony, I've used the ICL232 a few times, it recommends that you use 1uF caps (I use SMT tantalums, 25V), the MAX on the other hand recommends 10uF caps. (from memory) I suspect that you will need to use larger caps or the voltage doubler/inverters won't be able to keep up with current demand in the circuit.
