I've seen this with some Win95 software, try pressing the ALT or CONT keys repeatedly. Maybe while also pressing the mouse buttons. Something messes up between the keyboard handler and the mouse driver. It gets stuck in a "sort of" ALT mode, like text block selection. Also try getting the Microsoft Mouse 8.2 drivers, (or the latest drivers for specialty mouse if you have one) Also check your bios settings for keyboard state on bootup, make sure it boots up with numlock, caplock, etc all off.
