Does anyone ever question either the safety or quality of such
devices at a price approaching the unit price overhead cost
of stocking an empty box on the shelves and printing the coupons?

It would be like those old style flash bulbs in the "Edison A" base that
my father (former police photographer) used to screw into lamps and
light fixtures of the hapless victims of his office pranks.
