Heinz, as far as "subsidized", Chris and John summed things up. Here in the Northwest, it also costs BPA a `fortune' to buy power from other sources in addition to the cost of building new plants. Normally we have a `wealth' of hydro-electric power but we've had the worst drought in recorded history.
