I think from what you say in point 2 below, a cellular engine might do you. Basically what they are is a cellphone with either an RS232 port or some other kind of comm port on it. They are intended as devices for integration into other products, and offer the full set of - usually GSM - protocols and standards. Motorola have a single band one called the D10 and a new triple band one called the D15. Ericsson have a couple, the GM22 and GM25. Siemens have several, the 8 Watt A20, the M20, the new TC35, and the MD32 DECT Engine. I'm sure there'll be a few others available too as it should be quite profitable for telematic/telemetry uses compared to making boxes for the consumer market.
