My pay TV uses cut and flip. They cut each line at some point
and then flip the the two pieces horizontally. I've had a brief look
at video manipulation and it should be possible to encrypt a
signal with just a video ADC+micro at one end and a video
DAC+micro at the other. The degree of encryption depends
on what sort of hacking you expect. For a system that needs
only to be protected from taps on the cable you could add a
cyclic number to the digital. Protection against more determined
hackers could lead you to encryption codes and keys
