Interesting problem, the hellschreiber decoding is done by the brain recognizing letters amongst the noise. The brain is so good at this I suspect you would need a LOT of image processing power to do the job You need the ability to do convolutions over the image to try and find edges and connected regions, and then try to map the resulting patterns into recognizable letters, I would start with a lot of ram and good matrix math capability. Maybe look at some of the dedicated image processing chip like zoran and others..
