Try www.gnupic.org . I haven't tried it yet, but I here gpasm is a good assembler. I think that you will have trouble trying to find Linux software to control the PICSTART PLUS since microchip likes to keep secrets. There are other programmers that will work with Linux. IIRC there is even a C compiler.
