WISP does that, but only for a few PICs and the design is limited to PICs that need only a few uA on MCLR. I don't feel the urge to extend WIPS beyond the flash/eeprom PICs because for a JW the chip must be taken out of the circuit anyway, so why bother iwth ICSP?
