NovAtel Communications essentially built this capability into one of their cell phones back in 1994. There was a small black box (it really was black!) that plugged between the phone line and the cell phone. You could make and receive calls over the landline or the cell. Even provided CLID info for incoming landline calls. Worked like a charm; But AFAIR it didn't really sell all that well.
