Thats how those PIC frequency counters work, along with a little trick that uses the prescaler as an extension of the counter which is read by clocking TMR0 externally with an extra output pin until TMR0 changes, effectively obtaining the prescaler contents by keeping track of the number of pulses needed to make the prescaler roll over.
