Does anybody know of a small, cheap, parallel ROM device that is readily
available in surface mount?

The problem is to provide a small boot loader (32 bytes would get the job
done) for a DSP (which will then download code from a PIC or brand X
microcontroller).

Ancient ROM's and EPROM's such as 2708 come to mind, but it looks like they
are not available in small surface mount packages and are not cheap.
