Yes, they are made by MicroEngineering labs. They are all set up with a premade circuit that works for xtal or RC oscillators, all the ports are brought out to a row of holes, there's a big hole-per-pad prototyping area, all set up for a 5 volt regulator, and so on. I use them like mad. Jameco www.jameco.com lists them on page 18 of catalog +ACM-204 from US+ACQ-9.95 up.
