Ignoring the Parallel Load function by setting PL high, the 165
acts as an ordinary 8-bit shift register. A rising clock will right
shift the data through the first 165 and into the second, if you
have both active clocks pins on each connected. Maybe the
clock/shift propogation delay is causing the problem, although
that would perhaps explain being a bit behind, not a whole
byte being unavailable
