Hi, Nicholas I suggest two things: 1. Use VCC from PICSTART and use it for both microcontroller VCC pins . Care must be taken if your circuit requires much current!. I suppose PICSTART desenergize PIC microcontrollers to RESET previous to programming it. 2. Make sure RB6 and RB7 pins of your circuit have at least 10Kohm impedance.
