That's a different problem to the solution I suggested with a V+ the PIC can handle This circuit is one I use with 6V sealed lead batteries, which can be over 7V fully charged. You'd need to adjust the B+ divider for 12V. A TLC271 in low-power mode needs only 10uA, no problem to power it from a PIC pin. Similarly the Vreg divider could also be powered by a PIC pin if you have one available (I didn't). If you did both of those things, the only quiescent current would be across the B+ divider I'm sure it would be possible to use a divider on the base of a transistor or gate of a FET to achieve the same result.
