Most of our PIC based products run with a 20MHz resonator with internal caps
and I have yet to see any problems with startup.  In fact the only startup
problems I have seen was trying to run a 16F877 at 3.3volts using a 4MHz
resonator.  It wouldn't start reliably until I selected the HS fuses instead
of XT.
