Hi, the 1st question referred to 16FC711, which does not exist. Afterwards, the questioner has corrected it to 16C711, which is an UV-EPROM (otherwise reprogramming does not make any sense except for suspicious experimentation with X-ray tubes, Co60 guns and other adventureous appliances).
