My guess is that the site is designed, as you also suspect, by a graphics-weenie intent on flashiness. But I'd guess that the big problem is that the weenie shows the site to the company for approval ON A LOCAL MACHINE. Sure, all of this java, animation, and data served from the host is fast when demonstrated locally. When you complain to mchip (or whoever has an annoying site) tell them to access their own site from a 33k modem.
