You want the CG to stay at least one caliber ahead of the CP.
It's easier to assure that by loading in the nose.
If you get the CG too far ahead, you'll have a tendency to be steered by
the wind as you come off the pad.

Ideally, add the package AT the cg, so it just adds mass :)
