My favorite idea is a steel cable round the window frames, with a
motor drive  - scumbag breaks window, reaches in, cable tighens round
arm/head. Depending on requirements, motor torque can be set to
'detain' or 'amputate' mode.
With some ingenuity you may even be able to use the power window
motor....=20
