Well, I have one of these coolers... I'm in the US, and I got it a couple of years ago. It was around 50-60 usd then, and it's from coleman. And it's about the size of a 8 or ten cola cans on the bottom and it's high enough to put a bottle of wine inside. just for an image of the size... it's white, with all mechanics in the lid, so I think it's a peltier junction type of thing, it has a small fan and it is claimed to give a differential cooling of -40f from whatever the outside air temp is runs on 12v car cigarette lighter plug, or home adapter...
