There are two types of Bournes Rotary Encoder.
Some go through one Grey-Scale step per click.
The others go through four.

It seems that you have the latter.
It would probably be simpler to swap it for the former type.

(there are other variations of course, some have 24 clicks, some have 6
clicks per rotation)
