imho that is a bad choice of algorythm. You need to look at the programs
toast and 'Speak Freely'. They implement several speech compressors, some
of them less expensive and maybe do-able with a larger PIC. Since you are
not a Linux addict start here:

Then look for the Unix version which comes with source.
