I have alas lost all my records of who he was and I can only vaguely remember where he was from BUT here goes. He was from a University or Government type research centre in the U.S., I am pretty sure it was in California and he was either next door to or somehow associated with some well known Nuclear research facility (sorry... thats the best I can do). He was fiercely opposed by the U.S. Dept of Energy but was a leading light for other countries like Japan and the EEC. Interesting guy... I learnt how Satellite Boxes draw almost the same off as on and the new home stereos draw like 30 watts on or off (eeeeewwww).
