I don't know about Japan, but the European Union (EU or previously EEC) passed regulations a few years ago which are reducing standby power on all electrical items in Europe. This has resulted in substantial design changes in TV's and VCR's, with many now effectively having two power supplies, one for the unit, and one for standby.
