In NA, yes, it is illegal to modify a DVD player to play DVDs from outside the region it is built for (it's the same as modifying a radio scanner to pick up cell phones calls in the US, that is also considered illegal). You can thank the MPAA for that one. Of course it's like MP3s, nobody is going to arrest every person who has downloaded an MP3 (I'd guess that would approach a large percentage of NAs population anyways!). While an individual may be able to get away with it, a company doing it for profit is most definitely breaking the law. Why do you think big companies don't advertise being able to do it here in NA? Now I have been emailed by the original poster that this modify for hire business is legal in the UK where he is located, there is no way for me to confirm that though.
