This is like the baudrate argument. A 56K modem has a 56K bit rate but =
the actual baudrate is much slower. The term baud is the actual number =
of state transitions on the line per second, but by having a suitable =
number of states you can transmit several bits in one state change. The =
correlation between bandwidth and data rate gets to be a similar =
argument.
