I did not see it before = it went, but I understand it is made out of a number of parallel plates = which were dipped in a coating solution which thinned itself to a layer = a handful of molecules thick to form a dielectric over the plates. This = is necessary as no one knows what is on the surface of Titan, and if it = is liquid they want to know the dielectric constant of it, but the = plates need to be insulated in case the liquid is electrically = conductive. I imagine for your use you could use the capacitor as the capacitor in a = 4046 PLL, with possibly another 4046 as the master oscillator.
