You don't make them, unless you have a need for some odd requirement
AND high quantity, you buy them and modify for your needs.  From whom?
That depends on what sort of boxes you want.

Boxes and panels for rack-mount equipment are easy to get from many
manufacturers.

Or are you looking for guitar-pedal boxes or other "science project"
boxes?

I would start with whatever mail-order electronic house serves your
needs for components and see what they carry.  Here, DigiKey sells
Hammond, Bud, and PacTec enclosures, among others.
