I had the same problem with my programmer (http://www.ise.pw.edu.pl/~wzab/picprog/picprog.html - with software patched for 16F877). The problem however disappeared mysteriously for newer revisions of 16F877. I couldn't find anything about any bug fixes regarding the DATA EEPROM programming, so really don't know what has happened.
