National LM317's are cheap ($0.35) and work fine for SLA charging;  (See
also the LM1117, lower VDO, smaller unit.  I haven't gotten TO that yet

If you want to go with a switcher, Maxim's MAX1645 or MAX1667 are both
about $5 in 1000's, maybe a MAX1647 or MAX1648 as they're slightly less
expensive?

Also look at your battery's data sheets, you want to know suggested max.
charge and discharge currents.  And, fuse that battery <G>

SLA's are quite easy to "Float" charge - they thrive on this <G>
