If you want to go with a switcher, Maxim's MAX1645 or MAX1667 are both about $5 in 1000's, maybe a MAX1647 or MAX1648 as they're slightly less expensive? Also look at your battery's data sheets, you want to know suggested max. charge and discharge currents.
