I'm using a PIC16F873 and am having a little trouble with the UART.

I'm checkin the TX pin on a CRO, and it is outputting characters serially,
but is only sitting at 0.7V and pulling low for the data.  This is not
high enough for the 232 chip to recognise.  Does anyone have an idea as to
what is happening?
