I just changed cities and found that I can't email a request to change my
email because it expects to see the request coming from my account in the
other city, so I re-joined under this one and now I need to cancel my other
account so the mail server doesn't overload in the 4months I'll be away from
it, unable to download messages.

Who has authority to boot my old account from the list?
