It sounds like you will be building these pan-tilt units yourself..?

If you want an "out of the box" solution for this part of your problem,
try a company called "directed perception".  I haven't used their PT units
too much, but they haven't given me any problems yet.  They probably
aren't well suited to heavy projectors, though -- maybe 5 lb or so.
