You can do the same including the brackets and make the colon show up by
doing

mailto:piclist@mitvma.mit.edu?subject=%5BEE%5D%3A

But I'm not sure I see the point... people want to hit reply... or do you
mean for new posts? I've already done that at the piclist.com site

Hi to all,

I have an idea about tags. If admin decided to use tags without the
brackets[]
then this method will work and we do not have to type it anymore it will
automatically put the tag for us. in browser  each person should put the
flowing 4 line of text as a signature or add it on top of signature when
other people receive
them it will be a link for them to click on. I know tags should have
brackets
but for testing lets try.
