I have posted a similar question but I want to get into some detail here.

I'm in charge to design an electronic capture device to carry about 1000
register 10 bytes long (10 kilobytes) and I need to send them to a central
point in the city.

A first prototype only needs to download them via RS232 to a computer.

Further, I need this device to hook up to a Radio, those ones like the taxi
drivers use, I guess they work on FM, and send their data over these lines.
This is where the modem fits in.

Even further, I would like to introduce this radio in the device itself,
but, it depends on the cost of the final device.
